Overview

The State of Vermont Division of Licensing and Protection is looking for an experienced regulatory processional, who wants to take their Registered Nursing career to the next level and who is committed to protecting the general public, elders and disabled in Vermont, to serve as the State Survey Agency Nurse Director. The State Survey Agency Nurse Director oversees the State Licensing and Federal Certification program for most healthcare facilities and providers/suppliers in the State of Vermont including, but not limited to:

 

  • Hospitals
  • Nursing Homes
  • Home Health & Hospice agencies
  • End Stage Renal Dialysis centers
  • Ambulatory Surgical Centers
  • Portable X-ray suppliers
  • Assisted Living Residences
  • Residential Care Homes
  • Therapeutic Community Residences
  • Outpatient clinical settings


The role requires applicants to have significant experience with interpreting, applying and enforcing regulatory and statutory requirements, preferably in a healthcare setting.  It also requires extensive knowledge of medical and nursing standards of practice in a variety of healthcare settings, as well as extensive knowledge of other health care disciplines. Executive functions including policy making, program planning, budget development, oversight of grant applicants and administrative responsibility including visionary leadership. Responsibility for nursing survey services provided within the department for regulatory oversight of health care providers and suppliers.


Duties include integration of work to assure adherence to nursing scope and standards of practice, workforce development, and quality control, quality assurance and quality improvement measures and evaluation of quality outcomes for the state survey agency. Work includes; extensive collaboration with Federal, Professional, Management and Executive personnel; advocacy groups, interested parties and involvement with the State Legislature.


This position supervises a staff of Registered Nurses, Surveyors, Managers and Administrative staff who evaluate federal and state regulatory compliance in Vermont's healthcare providers and support the work of this Division. 


This position is office-based, and is subject to State policies on office-based requirements. This position has a Monday-Friday schedule with no on-call hours. A private means of transportation is required for any travel that may be necessary.  RN licensure is required.

Environmental Factors

Duties are performed largely in standard office setting but with predictable need for field travel for which private means of transportation must be available. The role may require performance of duties outside of the normal workday and workweek. Interaction with state and federal officials is frequent. Meetings with providers, fiscal agent, and interested publics may elicit strong feelings and create stressful situations.
