The Agency of Transportation's Business Intelligence & Performance (BIP) section is seeking a Business Process Analyst to help staff across the agency work smarter, streamline processes, and adopt modern, consistent ways of doing business. BIP is AOT's internal team for data analytics, performance reporting, and process improvement. As part of this team, the Business Process Analyst facilitates improvement events, documents workflows, develops requirements for digital solutions, and supports division staff in navigating process and system changes.

 

The ideal candidate enjoys breaking down complex processes, facilitating group discussions, and translating business needs into clear documentation. You do not need a technical background; just a strong ability to understand workflows, guide teams through change, and communicate clearly.

 

Responsibilities:

  • Document current-state and future-state workflows that support operational efficiency and performance improvement.
  • Facilitate structured process improvement events using tools such as SIPOC, RASCI, SWOT, and business process mapping.
  • Collaborate with stakeholders to define scopes, functional requirements, and business needs for digital solutions, workflow changes, or technology projects.
  • Translate business requirements for internal Power Platform development or external procurement efforts in coordination with ADS.
  • Support user acceptance testing, validation activities, and project coordination for system or process changes.
  • Create clear, accessible documentation such as SOPs, user guides, templates, and standard work.
  • Support organizational consistency by helping business units adopt standard processes, terminology, and documentation practices.
  • Maintain process improvement documentation, template resources, and structured libraries within SharePoint.

 

Ideal skills and abilities:

  • Strong facilitation and communication skills, with the ability to lead conversations across diverse groups.
  • Ability to analyze workflows, identify gaps, and recommend improvements.
  • Clarity in writing and documentation; comfortable producing user-friendly guides and templates.
  • Detail-oriented, organized, and able to manage multiple projects simultaneously.
  • Comfortable working in environments undergoing modernization and process transformation.

 

This position is based in Barre, VT and some in person work will be required.

Environmental Factors

Work is performed in a standard office setting. This role involves intensive interaction with management and staff who may advocate strongly for their programs and may be resistant both to change and the business improvement process.
