Job Description
OverviewJoin the Office of Health Care Reform as the Health Data Officer responsible for seeing health data innovation across the Agency of Human Services. Lead a team of data professionals working across the Agency of Human Services to support our Unified Health Data Space (UHDS) vision and move forward a modernization and expansion effort. In collaboration with Rural Health Transformation Program partners, lead efforts for statewide shared health technology and infrastructure including AI scribing, telehealth, remote patient monitoring, and eConsults.
The work requires an articulate, diplomatic leader able to garner cooperation and support of diverse groups of individuals and organizations. All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, strengths-based relationships, and results orientation. Focuses on the coordination of complex health information technology and health information exchange projects across the Agency, state government as a whole, and with external partners and stakeholders.
This position works closely and collaboratively with the HIE Steering Committee and the Green Mountain Care Board data governance council. The position will support evolution and innovation in data governance activities to encompass new technology and capacity to integrate diverse data types from both within the Agency of Human Services and beyond the Agency. The position is focused on meeting federal requirements for data security and exchange while advancing an innovative and efficient health data exchange model that is tailored for Vermont's unique needs and pace of change.
Work collaboratively with the Health Care Reform team, Department of Vermont Health Access, Agency of Digital Services and Green Mountain Care Board to ensure consistent and coordinated approaches to Health Information Technology and Health Information Exchange projects that support statewide health care reform and value-based provider reimbursement models. Development and management of procurement grant agreements and associated scopes of work. Lead or support the Agency of Human Services Health Information Technology and Health Information Exchange project coordination to meet both state health care reform objectives and to satisfy federal requirements for health information storage and exchange. Speak before the public, the Legislature, and with health care professionals to represent Vermont's health reform agenda and implementation relative to health information technology and exchange. Contribute to written reports, website updates, and interviews as required by the Director. Performs related duties as required.
As of July 12, 2026, the step 1 rate for pay grade 31 will be $46.03 per hour and the step 15 rate will be $72.57 per hour.
Environmental FactorsDuties are performed primarily in a standard office setting. Private means of transportation must be available for occasional travel. The incumbent must be able to reconcile a broad array of competing interests within programmatic and budgetary constraints. Significant pressure from deadlines may be anticipated.
