Job Description
OverviewAs part of the Agency of Digital Services' (ADS) IT Team supporting the Agency of Human Services (AHS) Central Office (CO) and Department of Disabilities, Aging, and Independent Living (DAIL), this IT Manager II will:
- Manage and maintain a roadmap and backlog of IT needs for AHS CO and DAIL, ensuring alignment with both ADS and AHS priorities - including engaging stakeholders and facilitating weekly reviews to prioritize and assign tasks.
- Manage product ownership of CO and DAIL systems supported by ADS, including overseeing the scope of product ownership, ensuring systems are operationally ready, establishing standards for system documentation, and mentoring staff.
- Manage and supervise a team of 2 developers; coordinate work with ADS project managers and business analysts; oversee the development and project work of vendor teams.
- Engage with ADS and AHS leadership to document IT needs, facilitate strategic planning, manage daily IT operational needs, and identify resource gaps.
- Serve as technical SME for IT systems used by DAIL and CO.
- Manage procurement activities of CO and DAIL, including the writing of RFPs/RFIs/RFQs, contracts, grants, and hardware/software purchasing.
- Update and maintain project, product, and department documentation.
- Oversee and participate on project teams for CO and DAIL, including analyzing business needs, tracking deliverables, and writing status reports.
NOTE: This position is based out of Waterbury with some telework available (currently up to 2 days per week).

- Extensive knowledge of software development platforms, software frameworks, and design patterns.
- Ability to prepare system designs, workflow plans, status reports and test documents that adequately meet user needs.
- Ability to identify the technical requirements of user specifications and convert them into successful project plans and user stories.
- Excellent communication skills.
- Ability to evaluate and estimate system development costs.
- Ability to establish and maintain effective working relationships.
- Ability to work under pressure from deadlines.

As of July 12, 2026, the step 1 rate for pay grade 30 will be $43.11 per hour and the step 15 rate will be $67.90 per hour.
Environmental FactorsMost work is performed in a standard office setting and there is considerable interaction with high level managers and staff, as well as occasional work with other State agencies and interest groups. Work outside core work hours can be anticipated.
