Job Description

Overview

As part of the Agency of Digital Services' IT Team supporting the Department of Disabilities, Aging, and Independent Living (DAIL) within the Agency of Human Services, this IT System Developer IV will:

  • Serve as a senior-level developer for Agency of Digital Service's applications that serve DAIL - including applications in Salesforce, SQL, and .NET.
  • Work both with DAIL business partners and ADS IT team members to provide advanced technical solutions based on the organization's direction, operations, processes, and principles.
  • Work with little or no supervision or final review from technical leads and supervisors.
  • Guide internal State staff (both technical and non-technical staff) and vendor partners in the assessment and clarification of business needs - and then document and implement those needs

 

NOTE: This position is based out of Waterbury with some telework available (currently up to 2 days per week). 
 

We are seeking candidates with the following knowledge, skills, and abilities:

  • Expert knowledge of software development platforms, computer programming languages, software frameworks, web server administration, and design patterns.
  • Strong leadership skills and expertise in leading technical training sessions with both programmers and business users.
  • Ability to act as a technical lead.
  • Strong analytical, organizational, and project management skills.
  • Ability to prepare system designs, workflow plans, status reports, and test documents that adequately meet user needs.
  • Ability to configure and maintain procured applications, including deploying software upgrades, configuring new functionality via front end or back end processes, troubleshooting issues, and migrating applications and databases to new servers when appropriate.
  • Ability to perform software and database design and to construct specifications for programmers and database administrators.
  • Ability to convert user specifications into a successful data processing application.
  • Excellent communication skills.
  • Ability to evaluate system performance and reverse engineer system functionality.
  • Ability to evaluate and estimate system development costs.
  • Ability to establish and maintain effective working relationships.
  • Ability to work under pressure from deadlines. 
     

Note: A fingerprint-supported background check may be required based on the assigned job duties and location.

 

As of July 12, 2026, the step 1 rate for pay grade 28 will be $37.80 per hour and the step 15 rate will be $59.62 per hour.

Environmental Factors

Work is performed in a standard office setting and there is considerable interaction with users and members of project teams requiring tact and diplomacy to balance competing views. Some travel may be required for which private means of transportation should be available. Work outside of regular work schedule may be anticipated.
