Job Description
General Purpose
This position is responsible for providing overall management of projects, programs, finances and work crews in theTraffic Group and the Signals Group.

Essential Job Functions
Provide management to:
Traffic Group: Responsible for Signs, Lines, Meters and Crossing Guards
Signals Group: Responsible for Traffic Signals and Warning Lights.
Recruit, supervise, train, and evaluate crew performance, including but not limited to discipline, resolving conflicts,motivating employees and proper documentation of performance in accordance with the City of BurlingtonComprehensive Personnel Policy Manual.
Provide guidance and coaching to crews to promote to team philosophy and professionalism, including identifyingopportunities for professional development
Maintain up-to-date knowledge of Department and Division goals; communicate these goals to the crew andsolicit feedback, in coordination with Division Director.
Develop operations, maintenance and capital programs and evaluation metrics, in coordination with the DivisionDirector.
Manage and prioritize work tasks
Manage the schedule for regular, seasonal and part time crews.
Manage material and equipment resources.
Monitor and document the day-to-day operations and long term programs.
Prepare a variety of daily, monthly and year-end reports as they relate to these programs. Including but not limitedto task management, cost projections, inventory control, budget performance, etc.
Prepare requests for bid/contract documents for vendor services, including but not limited to, yearly contracts,special projects, equipment, maintenance, etc.
Manage vendor contracts to ensure the use of the proper methods and materials and that the vendor maintains asafe worksite in compliance with City standards.
layout and construction/installation of traffic signs, pavement markings and signals as designed by Tech Servicesor their consultants.
Coordinate construction/installation with other departments/organizations (e.g. Police, Fire, Parks, CCTA, etc) andDigSafe as needed.
Assure adherence to quality standards established by department procedures, City regulations and state andindustry standards.
Facilitate daily safety meeting and ensure the City Safety Manual is followed. Review up- dates to VOSHA andDOT Traffic Standards.
Act as “Ambassador” for DPW, carrying out work in a manner consistent with Department Mission and Vision.
Identify and coordinate truck servicing with Fleet Manager.
Oversee the completion of work orders including billing functions and solve related problems as required.
Maintain database to ensure yearly accurate measurement of installed assets including but not limited to signs,lines and signal equipment.
Monitor daily job progression, manage fieldwork, solve problems related to field conflicts.
Coordinate and staff the City’s Crossing Guard program.

Qualifications/Basic Job Requirements

High school diploma or equivalent and six (6) years of related experience in management of traffic relatedconstruction, with at least three (3) years’ experience in supervision of others required.
Demonstrated knowledge of VOSHA and DOT Traffic Standards.
Ability to obtain a valid Vermont State CDL Class B Driver’s License within 6 months of employment.
Knowledge of departmental, divisional, City and state policies, procedures and regulations affecting area ofassignment.
Ability to inspect work projects for adherence to specifications, divisional procedures and other pertinentregulations and codes.
Ability to negotiate and resolve conflicts.
Knowledge of supervisory practices and the ability to delegate work through others.
Knowledge of administrative practices and the ability to provide required written reports and documentation.
Ability to work in a Windows based environment with knowledge of word-processing, spreadsheet and databasesoftware.
Ability to learn new, program-specific software applications.
Ability to communicate effectively orally and in writing with supervisors, staff, subordinates, governmental andindustrial representatives, and the general public.
Demonstrated ability to forecast and plan long-range division maintenance and repair projects and the ability torecommend long-range construction and improvements projects in area of assignment.
Ability to create and maintain an environment that embraces the 6 operating principles: Customer Service, FiscalResponsibility, Good Labor Relations, Employee Empowerment, Cooperation and Constant Improvement.
Regular attendance is necessary and is essential to meeting the expectations of the job functions.
Ability to understand and comply with City standards, safety rules and personnel policies.
