You will work closely with the Property Valuation and Review Division and software development teams to support systems related to Vermont’s grand list, property tax administration, and Vermont’s Current Use program. In this role, you will help coordinate and test software changes, gather business requirements, troubleshoot issues, and support system enhancements that directly impact municipalities, taxpayers, and State staff across Vermont. Examples of work include legislative updates, annual revisions to tax forms and workflows, and operational process improvements.


This position requires a high degree of independence, the ability to balance competing priorities, and adaptability in a fast-changing environment.


The Ideal Candidate Will Have:

  • Experience in business analysis, project management, software implementation, or process improvement
  • Ability to learn complex business and technical processes, including tax administration systems
  • Strong communication skills and the ability to explain technical concepts to non-technical audiences
  • Demonstrated experience with iterative processes, including incorporating different types of feedback, launching quickly, and testing hypotheses.
  • Experience with SQL is preferred but not required


The responsibilities of this position include:

  • Test software changes to ensure that the changes meet business requirements, function correctly, and are the optimal solution for users.  
  • Collaborate with Division staff to prioritize requests for bug fixes and enhancements and troubleshooting issues for internal and external users.  
  • Gather business requirements and analyze operational needs for system changes
  • Support software enhancements related to Vermont property tax administration and the Current Use program
  • Identify risks involved with making process changes while analyzing the benefits of implementing the changes.  
  • Quantify, recommend, and implement upgrades and enhancements to software.
  • Review and improve business processes and workflows
  • Communicate project status, issues, and updates to stakeholders
  • Support staff through system and process changes

 


The hourly salary rate for this position ranges from $27.50 to $42.94, and State of Vermont benefits are very competitive. The starting salary for this position may be negotiable depending on experience and qualifications. The annual salary for this position ranges from approximately $57,200 to $89,315. The annual salary range reflects the minimum and maximum salary potential in the assigned pay grade. The annual salary is calculated based on 2080 hours of annual compensation and does not include authorized overtime or other compensation. It also does not include any time taken off payroll.  

 

Business Improvement and Implementation Division (BIID)

The Business Improvement and Implementation Division (BIID) is a centralized group of Tax Department personnel who represent each division of the Department. We lead continuous improvement projects and provide project management, data analysis, reporting, and training for the Department.


BIID manages the ongoing maintenance and enhancement of Tax-specific software systems, including VTax and VTPIE. We write requirements and test software changes in response to legislation, user-initiated enhancement requests, bug fixes, and version upgrades. Our team partners with the Agency of Digital Services and multiple vendor development teams.

 

Background Checks: 
This position will primarily support the Department of Taxes. Candidates must agree to be fingerprinted and pass a background check to be eligible for this position, which will involve access to sensitive federal tax information. Background checks are required by the Internal Revenue Service and are authorized under Vermont law. 3 V.S.A. § 241. In accordance with VDT Standard Operating Procedure 2018-01, Background Investigations, Vermont, and national criminal record checks will be conducted on all candidates. Candidates will have the right to withdraw their application before fingerprinting or a background check is conducted. 

Environmental Factors

Duties are generally performed in a standard office setting. Incumbents must be able to concentrate on details and perform accurate work in the face of frequent interruptions. Human relations skills may be needed to deal with the internal stakeholders. Workload will vary but remain heavy. Pressure from work deadlines is predictable.
