Job Description
OverviewThe Environmental Innovation Program Manager provides strategic leadership, operational oversight, and technical direction for department-wide innovation and modernization initiatives within the Vermont Department of Environmental Conservation (DEC). Located within the Administration and Innovation Division, this role advances mission-driven priorities by improving business processes, modernizing data systems, and enhancing public-facing services.
The position oversees key programs including business intelligence, enterprise technology initiatives, IT governance, web and digital services, and quality management. The role also supervises professional and technical staff, setting priorities, supporting performance and development, and fostering a cohesive, service-oriented team environment.
Working collaboratively across DEC divisions, with state and federal partners, and alongside Agency of Digital Services professionals, the incumbent ensures efficient, compliant, and forward-looking program delivery.
A Certified Project Manager (e.g., PMP or equivalent certification) is preferred for this position.

DEC operates in a hybrid work environment that supports both remote work and designated in-office "Core Days." Telework arrangements are available based on individual approval.
Duties are performed primarily in a standard office setting, but with frequent travel to project sites, day or evening meetings, for which private means of transportation may occasionally be necessary, and field inspection and investigations in such locations as along river corridors and development sites. Public speaking and attendance at meetings and hearings is necessary. An incumbent must be able to represent the agency at stressful public meetings where strongly divergent opinions may be expressed.
