Job Description

Overview

The Water Infrastructure Finance Program, part of the Department of Environmental Conservation's (DEC) Water Investment Division, is seeking a highly organized individual with an environmental protection, public health or municipal finance background, strong people skills, and interest in helping communities improve drinking water supplies and improve and protect Vermont's surface waters, to serve as a Project Developer for the State Revolving Loan Funds (SRF).

 

The Drinking Water and Clean Water SRFs are our largest water funding programs and are an essential funding source for Vermont communities working to ensure safe drinking water and pollution-free surface and groundwater. We fund engineering services and construction for municipalities and some private entities to improve compliance with the Safe Drinking Water Act and Clean Water Act. 

 

Water Infrastructure Project Developers work with a dedicated team of environmental planners, analysts, engineers, and financial specialists to help communities fund their projects while meeting federal and state requirements. The  Water Infrastructure Finance Program works closely with the Design and Construction Engineering Program to administer the SRF programs in the Water Investment Division (WID).  The selected candidate will work within WID and with other DEC Divisions, and sometimes with other funding agencies, to provide efficient service to applicants. Given the dynamic nature of our work, the selected candidate may work on clean water or drinking water projects or other areas in support of the goals of the overall Vermont SRF program. 

 

Project Developers educate communities on funding options, process loan applications, participate in initiatives to improve program efficiency, and track project information to report to the US Environmental Protection Agency.  

 

Job Duties Include:

Review of Loan Applications
Manage loan application review through review of submittals and coordination of review by other programs. Review loan activity to monitor loan progress. Coordinate with the WID Design and Construction Engineering section (DCE) and Drinking Water and Groundwater Protection Division (DWGPD) on project eligibility and project cost summaries. 


Provide Assistance to Loan Applicants 
Perform systematic contact with project representatives to facilitate loan application submittal. Provide direct outreach to potential borrowers that have been identified in need of financial assistance. Participate in public trainings provided by the Program. Communicate complex program requirements and options to a wide range of external audiences (volunteers to senior engineers and muncipal managers).


Program Administration
Assist in Program efforts related to application processes, website maintenance, reporting, file management and project management databases.

 

Perform other duties as assigned.

Class Definition

Environmental technology work at an advanced professional level for the Department of Environmental Conservation. Duties involve complex tasks in the technical review and analysis of environmental policies, programs, activities and data in a variety of regulatory, non-regulatory, and technical programs. Duties entail the collection and analysis of environmental data, evaluation of conceptual plans for environmental investigation, and the preparation, execution and evaluation of environmental studies. Work differs from a lower level analyst in the complexity of assigned responsibilities. May provide project or program oversight and/or supervise program staff or provide expertise in a specialized engineering or program element, which is not duplicated in the Department. Work is performed under the general direction of a section supervisor or division director.

Environmental Factors

Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.
