The Green Mountain Care Board (GMCB), Vermont's independent health care regulatory agency, seeks an Administrator to help lead high-impact affordability initiatives at a pivotal moment for the state's health system.

This role will work as a Policy Analyst to advance transformative efforts including hospital reference-based pricing, enhanced insurer rate review, Total Cost of Care, primary care payment reform, and prescription drug affordability. Working under the direction of the Project Director for Affordability & Pricing, this position will conduct independent quantitative and qualitative analysis, perform an array for regulatory duties, draft policy materials for a variety of audiences, support stakeholder engagement processes, and coordinate with contractors and cross-agency partners to operationalize Board and statutory direction.

This role is well-suited for a driven policy professional who thrives in rigorous analytical environments, works well independently and as part of a team, is comfortable with ambiguity, values public service, and is motivated to help shape sustainable health system reform through principled, evidence-based regulation and oversight.

Work is performed primarily in an office setting and in a variety of field situations including large group meetings. Private means of transportation should be available since travel will be required. Meetings with various advisory committees, public interest groups, municipal officials and program staff as well as basic position functions may entail working evening hours. Encounters with adversary groups, conflicting opinions, and public apathy may be anticipated.
