The Job Center Specialist II: Re-Employment Services and Eligibility Assessment (RESEA) candidate will be responsible for promoting and referring customers to Vermont Department of Labor Workforce Development Services. Customers in this role include Unemployment Insurance beneficiaries, dislocated workers, and job seekers.

This role provides individualized case management services and conducts initial and subsequent fact-finding interviews with claimants. The role involves analytical inquiries, and a technical knowledge base involving Unemployment Insurance eligibility and compliance. Staff provide information, access, and referrals to an array of Vermont Department of Labor, Workforce Development services including Re-Employment focused services. Such services may include resume writing, interview skills preparation, job search assistance, access to state/federal training programs, and individualized case management related to a customer's needs and goals with the aim of creating a service plan that promotes re-employment. Significant data entry and compliance with technical programmatic reporting is essential to this position as well as demonstrating customers' continued eligibility and compliance for Unemployment Insurance benefits and the RESEA program.

Work is performed under the supervision of the VDOL Regional Manager and/or Supervisor and supported by the statewide RESEA Program Administrator with the expectation that a significant amount of independent judgement will be exercised in the performance of the duties.

Daily travel to Montpelier will be required during the initial training six-week training period: The six-week training period will focus on learning Unemployment Insurance rules, regulations, and procedures. This position will be based in Burlington, working in-office five days per week from 7:45am-4:30pm with occasional travel required for statewide staff trainings.  Occasional overtime is offered.  Private means of transportation is necessary.

Environmental Factors

Duties are typically performed in an office setting with normal working conditions. Some travel may be necessary, for which private transportation may be needed. The RESEA Facilitator will experience significant public and client interaction which may involve individuals who are under personal and financial stress. Incumbents must be able to work in stressful and sometimes emotional situations and treat the public with sensitivity, fairness, and tact.
