Overview

The Education Programs Coordinator II provides leadership and oversight for the Agency of Education’s Federal Grant Programs. These federally funded education programs support local education agencies (LEAs), educators, and students across Vermont. This role is responsible for administering federal grants; ensuring compliance with applicable federal and state laws and regulations; providing high-quality technical assistance; and collaborating with internal and external partners to maximize program effectiveness and impact.


The position plays a key role in strategic planning, continuous improvement, and aligning federally funded activities with statewide educational priorities and Agency goals.

 

Responsibilities include:

  • Grant Administration and Compliance
    • Oversee the annual allocation and disbursement of federal education funds to LEAs, ensuring compliance with all applicable program requirements, timelines, and fiscal controls.
    • Review, approve, and provide guidance on grant applications, amendments, and related submissions in collaboration with the Grants Management Team.
    • Maintain expert-level knowledge of federal education statutes, regulations, and guidance, including the Elementary and Secondary Education Act (ESEA), Code of Federal Regulations (CFR), Uniform Grant Guidance (2 CFR Part 200), Education Department General Administrative Regulations (EDGAR), and related administrative requirements.
    • Collect, validate, and report required programmatic and fiscal data to the U.S. Department of Education and other oversight entities.
    • Participate in federal monitoring, audits, and reporting processes, including the development of responses, corrective action plans, and follow-up documentation as needed.
  • Monitoring and Technical Assistance
    • Conduct on-site monitoring visits and desk reviews to assess LEA compliance with federal requirements, identify areas of risk, and support corrective action and continuous improvement.
    • Provide technical assistance to LEAs on the effective and compliant use of federal funds through consultations, written guidance, meetings, and training sessions.
    • Support LEAs in maximizing the effective and compliant use of federal funds by reviewing fiscal data, identifying funding opportunities, and providing guidance aligned with program objectives and grants management best practices.
    • Plan, develop, and facilitate workshops and presentations for conferences and professional learning events.
    • Maintain and regularly update program-specific web content and guidance materials to ensure accuracy, clarity, and accessibility.
  • Collaboration and Strategic Alignment
    • Work across divisions within the Agency of Education to align funded activities with broader programmatic initiatives, educator workforce priorities, and compliance requirements.
    • Collaborate with federal program officers, national technical assistance providers, and other state education agencies to support effective program administration.
    • Partner with school districts, institutions of higher education, community organizations, and other stakeholders to design and implement programs that strengthen educator preparation, professional learning, and retention.
    • Contribute to the strategic direction of the Grants Management Team by evaluating and improving policies, procedures, and practices to enhance efficiency, compliance, and program impact.
    • Environmental Factors

      Work is generally performed in a standard office setting, but significant travel may be anticipated for which private means of transportation must be available. Some work outside of normal work schedule may be required. There may be considerable interaction with a variety of publics and strong differences of opinion may be encountered.
