Job Description
OverviewThe Vermont Department of Health has an exciting opportunity to be a part of the leadership team that helps shape public health in Vermont. The successful candidate for the Public Health Policy Advisor will be responsible for policy and planning leadership at a senior professional level and work on a wide range of complex policy initiatives in the area of public health, health care, and environmental health as well as rule writing and rule promulgation. The role involves extensive interactions with Department and Agency leadership, members of the legislature as well as local and state partners.
The ideal candidate is a motivated self-starter who works well independently and as part of a team. This position will have a duty station in Waterbury. It is expected that the Public Health Policy Advisor will have excellent research and writing abilities, and legal and/or public policy development experience. Familiarization with the Administrative Procedures Act and the legislative process is a plus.
The role involves extensive interactions with Department and Agency leadership; Department directors and staff; members of the legislature; stakeholder groups; and local and state partners. Duties are performed with significant independence under the general direction of the Public Health Policy Director.

In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.
Environmental FactorsDuties are performed largely in an office setting, with some required travel for which private means of transportation must be available. Evening and weekend duty may be necessary. Some confrontational meetings with interest groups may occur. Superb human relations skills are necessary.
