Job Description
OverviewThe Watershed Management Division seeks to recruit a new Stormwater Program Manager to our team. The program is a nationally leading science based regulatory program, comprised of 14 water resource professionals working together on the comprehensive statewide management of stormwater through implementing both state and federal regulations.
The Program Manager is responsible for management, administrative, planning and policy work involving the implementation of stormwater treatment and control practices through regulation and permitting. The position works in collaboration with division leadership and is directly responsible for leading and coordinating the overall work of the program.
The job involves both proactive and reactive resolution of issues - ranging from broad policy decisions and strategic planning to specific permit implementation considerations. The work is performed under the general supervision of the Division Director, with considerable latitude for independent action.
The ideal candidate will have supervisory and management experience, knowledge of the principles and practices of stormwater management, familiarity with the state and federal statutes, regulations, and policies related to stormwater management in Vermont, and a proven ability to solve problems and make decisions.
Environmental FactorsDuties are performed primarily in a standard office setting, but with frequent travel to project sites, day or evening meetings, for which private means of transportation may occasionally be necessary, and field inspection and investigations in such locations as along river corridors and development sites. Public speaking and attendance at meetings and hearings is necessary. An incumbent must be able to represent the agency at stressful public meetings where strongly divergent opinions may be expressed.
