Overview

The Agency of Human Services has a unique opportunity for an experienced information management leader to be part of a program led by an executive governance committee comprised of representatives from four core functions - information technology, legal, business and records management - to continue to grow a sustainable records and information management (RIM) program for the Vermont Agency of Human Services and its seven departments. Work is performed under the general supervision of the AHS Chief Operations Officer and the position has promotion potential within AHS under the RIM Specialist job series.

 
Collaborating with AHS attorneys, technologists, business managers, and functions-based personnel, as well as other RIM specialists, you lead tasks related to records appraisal and scheduling by identifying, classifying and analyzing legal, administrative and archival requirements and,  as authorized by the Chief Records Officer/State Archivist, drafting record schedules in accordance to policies and standards of the Vermont State Archives and Records Administration (VSARA). You also perform specific functional operations of the evolving AHS RIM program to assure public records and information, regardless of format, remain authentic and accessible from creation to ultimate disposition (destruction or transfer to state archives) and are managed in accordance with approved record schedules and state RIM standards.


As a RIM Specialist IV, you are able to immediately apply your advanced knowledge of Generally Accepted Recordkeeping Principles (the "Principles"); records and information creation and use; records appraisal, retention, protection, and disposition; and information technology, including data classification and management. You are able to respond to and resolve difficult and complex situations and problems and effectively impart complex ideas to others in easily understandable terms. A core responsibility of this position is to anticipate emerging needs, recommend and plan for future RIM program services, and lead change initiatives that strengthen AHS's ability to manage public records throughout their lifecycle.

 

The AHS RIM Specialist IV also serves as the Public Records Officer for the AHS Secretary's Office and manages public records requests in accordance with the Vermont Public Records Act.

Environmental Factors

Work is performed in a standard office setting, but some travel may be required for which private means of transportation should be available. Work outside of regular business hours may be expected. There is pressure from the need to meet deadlines and dealing with people who have strong opinions or may be upset.
