Overview

The Health Policy Analyst supports the design, implementation, and evaluation of policies and programs aimed at improving access to and quality of health care across the health system. The Analyst applies policy, data, and research expertise to inform decision-making, support leadership priorities, and ensure alignment with the organization’s mission to advance equitable, high-quality, and affordable care. This position reports to the Green Mountain Care Board's Quality, Access, and Planning Project Director. 

 
Key Duties and Responsibilities

  • Policy Research and Analysis
    • Conduct policy and regulatory analyses related to health care access, quality improvement, coverage, and affordability.
    • Monitor federal and state policy developments, legislation, and payment reforms that impact access and quality.
    • Prepare policy briefs, memos, and presentations that synthesize findings and recommend policy options for leadership and stakeholders.
  • Program and Performance Monitoring
    • Track program metrics, key performance indicators (KPIs), and quality measures to assess progress toward access and quality goals.
    • Analyze health system and hospital data (e.g., utilization, outcomes, equity indicators) to identify trends and areas for improvement.
    • Support the development and refinement of performance dashboards or reports for oversight bodies or public dissemination.
  • Stakeholder and Partner Engagement
    • Collaborate with providers, payers, state agencies, and community partners to gather input and share findings.
    • Participate in working groups, task forces, and stakeholder meetings to support the design and implementation of initiatives.
    • Communicate technical and policy information in accessible ways to diverse audiences.
  • Policy Development and Implementation Support
    • Assist in drafting policy proposals, guidance documents, and rulemaking materials.
    • Support the operationalization of policies by translating policy intent into implementable program design and data tracking frameworks.
    • Identify barriers to implementation and recommend strategies to strengthen policy effectiveness.
  • Evaluation and Continuous Improvement
    • Design and conduct evaluations of access and quality initiatives.
    • Contribute to learning agendas, literature reviews, and best practice scans to inform future program development.
    • Develop and maintain documentation that supports transparency, accountability, and learning within the program.

 

The ideal candidate will have:

  • Strong analytical and quantitative skills, including experience with health care datasets.
  • Excellent writing and communication abilities tailored to both policy and technical audiences.
  • Knowledge of health policy, health system performance measurement, and quality improvement frameworks (e.g., CMS quality programs, NCQA, AHRQ).
  • Ability to work collaboratively across multidisciplinary teams and manage multiple priorities.

    Duties are performed primarily in a standard office setting.
