Job Description
OverviewThe Agency of Digital Services is a team of information technology professionals providing services and resources to our partners in state government, ultimately for the benefit of the residents, businesses, and visitors of the State of Vermont.
This is the third of four levels in the Information Technology (IT) Contract and Procurement Analysis series within the Agency of Digital Services Business Office. The incumbent will perform professional level IT contracting & procurement work and will be responsible for contract administration and other office duties as mentioned below.
This position will be heavily involved in contract management that will include the cradle-to-grave oversight of Statement of Work (SOW) Agreements, ITS75/NASPO Cloud Order Documents, contracts, deliverables, negotiations and ensuring compliance with the State's terms and conditions.
Collaboration with other State agencies/departments, contractors, and the general public is anticipated on a daily basis.
Other job responsibilities, the IT Contracting and Procurement Analyst III, will perform include:
- Create and monitor Purchase Orders throughout the State fiscal year
- Receive and upload Supplier invoices
- Track spend on executed contractual agreements
- Interaction with Suppliers and internal customers on billing and payment inquires
- Write and review IT procurement processes and procedures
- ADS Procurement webpage maintenance as needed
Duties will be performed under the general direction of an IT Purchasing and Procurement Manager, supervisors, or other higher-level analysts, while exercising significant independent judgment.
Knowledge, Skills and Abilities:
- Considerable knowledge of public sector bid and contract requirements and procedures, including Administrative Bulletin 3.5 and all relevant procurement related statutes.
- Knowledge of the principles and practices of contract administration.
- Knowledge of IT project practices and procedures.
- Knowledge of core IT terminology and system and software platforms.
- Ability to prepare and present technical information clearly, both orally and in writing.
- High attention to detail.
- Strong customer service orientation.
- Ability to establish and maintain effective working relationships with a diverse group of Suppliers and State staff involved in IT procurement.
- Ability to communicate effectively, both orally and in writing.

Environmental Factors
Duties are performed largely in a standard office setting. Duties are performed three days a week (Tuesday - Thursday) from the Agency of Digital Services' office located in Montpelier with the option to work remotely on Monday and Friday. Considerable interaction with a variety of agency and department staff, including leadership, program managers and IT professionals is required. Ability to act in a collaborative and customer service driven environment is mandatory. Situations requiring conflict resolution can be expected. Occasional over time may be required to meet important deadlines.
