Job Description

Overview

The Operations Manager plays a vital leadership role within the Department of Corrections, ensuring the consistent and lawful execution of facility operations across the system. Serving as a central point of coordination for institutional grievance responses, the incumbent administers Incarcerated Individual property claims, including representing the Department in small claims court proceedings. This position also leads core disciplinary and due process functions, acting as a DOC hearing administrator and statewide trainer on Rule 410, Rule 75, due process standards, and hearing officer certification.


The Operations Manager contributes to high-level policy development and implementation by participating in departmental workgroups and collaborating with the Policy Development Unit. They also represent Central Office in specialized committees and segregation review panels, including SFI and DPP reviews, as well as AHS classification and Request for Reconsideration (RFR) committees.


A key component of this role involves conducting central-level administrative segregation reviews, responding to appeals, and facilitating ICOTS/ICAOS preliminary hearings. The position requires regular site visits to correctional facilities to assess operational compliance and provide support, and includes serving as Acting Director and participating in the 24-hour operational coverage rotation.

Environmental Factors

Duties are performed in a variety of settings including an office setting, within a correctional facility, in public meetings, out of state travel etc. A valid driver's license is necessary for required travel. Incumbent will be required to tour all areas of the facilities when on site and may expect to encounter hazardous conditions typical of such a facility, including danger of assault from inmates, exposure to communicable disease, and other factors. Since part of the incumbent's role will be to monitor the adequacy of the security and services provided in the facility, some hostility from employees of the facility may be encountered. Duties may entail significant amounts of evening, weekend, and emergency activity. Although direct contact with inmates is limited, such situations may arise creating a potential for physical assault and injury.
