Racial Equity Policy & Research Analyst

at State of Vermont in Montpelier, Vermont, United States

Job Description

Overview

The State of Vermont is committed to advancing equity and social justice by addressing structural barriers and strengthening meaningful inclusion and representation. In 2018, the State established the Racial Equity Advisory Panel and the role of Executive Director of Racial Equity to guide this work. Together, they provide strategic and policy direction to ensure equity goals are integrated throughout state government.

We are seeking a Racial Equity Policy and Research Analyst to support and standardize Vermont’s equity policy initiatives. This role reports to the Director of Racial Equity and is part of the Office of Racial Equity within the Agency of Administration. The ideal candidate is organized, detail-oriented, and dedicated to serving all Vermonters, visitors, and partners.

The Analyst will work closely with all three branches of state government and engage with external partners as needed. Responsibilities include conducting policy and data analysis to inform legislation, agency policies, and statewide programming aligned with Vermont’s equity plan. The Analyst will apply an equity lens to research and policy development, ensuring rigor while centering principles of equity and inclusion. Areas of focus may include population trends, education policy and curriculum, environmental justice, workforce development, immigration, and economic growth in rural or underserved communities.

This position requires reliable transportation for occasional travel across the state and regular participation in committees and workgroups, many of which meet during evening hours. In rare instances, weekend work may also be necessary.

Environmental Factors

Duties are performed largely in an office setting, with some in-state travel required to attend meetings and to serve client organizations. Incumbents are required to have access to reliable transportation for frequent travel with-in the state. Some work outside of the normal work schedule may be required. Strong differences of opinion and emotionally charged situations may be encountered.
