Job Description
OverviewThe Agency of Commerce and Community Development (ACCD) is seeking two highly skilled dynamic individuals in public program administration and/or financial administration to join our team as Grants Management Analysts for work with the Department of Housing and Community Development (DHCD). These positions will be working with the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant Program Disaster Recovery (CDBG-DR) to ensure compliance with all regulations and reporting requirements by the Department and Grantees to HUD and the State. This will involve enforcing the compliance of over $67,845,000 the CDBG-DR funds. The CDBG-DR Program funds provide grants to municipalities and organizations for disaster recovery involving the development of new housing and rehabilitation; infrastructure in support of housing; infrastructure involving the replacement of culverts, roads and bridges; floodplain restoration; brownfield clean up in support of buyouts; and planning activities in support of recovery activities such as watershed studies. Work is performed under the general direction of the DHCD Federal Programs Director, and you'll be based out of the National Life Building in Montpelier, VT.
This limited service positon is full time, and is funded through 8/18/2031.
Work Examples:
- Provide oversight and financial analyses at an advanced professional level with a focus on grants management at a higher level of accountability;
- Ability to analyze and interpret complex laws, rules and regulations, to disseminate to grantees and staff with varying levels of experience:
- Multiple Federal Registers; Statutes; Regulations; and Guidance
- Develop written materials for guidance and policies, and templates to assist the Grantees
Financial Management
- In-depth review of Requisitions for accuracy, all the supporting back-up documentation, invoices, cancelled checks, analysis of spreadsheet details in comparison to Grant Agreement budgets;
Working knowledge of construction standards and management, with an emphasis on multi-family residential buildings:
- Labor Standards - Davis-Bacon, ensuring compliance with certified payrolls
- Procurement Standards under the Uniform Guidance
- Contracting - System for Award Management (www.SAMS)
- On-site Monitoring
- Conduct on-site construction inspections
- Final Program Report Reviews of projects, capturing the data for the beneficiaries to ensure meeting the National Objective.
Other skills & abilities desired:
- Strong attention to detail;
- Ability to operate various technology systems for reporting to HUD and Requisitioning funds;
- Ability to write summaries and solutions in instances on non-compliance;
- Ability to be a team player, with the patience and skill to train and mentor others;
- Strong leadership and interpersonal, public involvement, and oral communication skills;
- Conduct onsite and virtual Statewide Compliance Workshops;
- Ability to establish and maintain effective working relationships.

Environmental Factors
Duties are primarily performed in an office setting; however, some field travel is necessary for which means of private transportation must be available. Fieldwork may involve exposure to somewhat hazardous conditions to conduct site visits of projects under construction. Public speaking, particular in large groups, is required. Meetings with various advisory committees, public interest groups, municipal officials, and program staff may entail evening hours. Urgent deadlines can be expected. Encounters with adversarial groups, conflicting opinions, and public apathy may be anticipated.
