Job Description
OverviewThe Grants Management Specialist is responsible for administering the Community and Housing Infrastructure Program (CHIP) - a project-based Tax Increment Financing (TIF) model that provides financing for infrastructure projects that directly enable the development of new housing in all communities throughout Vermont. This role includes managing project applications, providing technical assistance to municipalities, overseeing project performance and compliance, and supporting program and Council goals.
Key Responsibilities:
- Lead the administration of the CHIP program, including outreach, site visits, technical guidance, monitoring, reporting, and compliance.
- Evaluate project eligibility and readiness
- Collaborate with municipal officials, developers, and state partners to assess infrastructure financing strategies
- Monitor project performance, compliance with statutory requirements, and financial tracking
- Develop tools, guidance documents, and public materials to support CHIP program transparency and effectiveness
- Report on CHIP outcomes and assist in policy development and program evaluation efforts

Environmental Factors
Work is performed primarily in an office setting and in a variety of field situations including large group meetings. Some private means of transportation should be available since occasional travel outside of the worksite will be required. Meetings with various advisory committees, public interest groups, municipal officials and program staff as well as basic position functions may entail significant evening hours. Urgent deadlines can be anticipated.
