Job Description

Overview

We are seeking a detail-oriented and experienced professional to join our Rail Bureau at the Vermont Agency of Transportation (VTrans). This role involves administrative, technical, and supervisory responsibilities related to the management, leasing, acquisition, and disposition of state-owned rail properties.

 

Key Responsibilities:

  • Plan, organize, and coordinate the purchase, sale, or lease of state-owned properties and facilities.
  • Negotiate terms and prepare lease agreements, easements, deeds, and other legal documents.
  • Work with agency staff to ensure property documentation complies with statutory requirements and is properly recorded.
  • Maximize state revenues through fair market pricing, payment tracking, collections, and compliance enforcement.
  • Conduct title searches and provide support to municipalities on rail-related matters.
  • Perform regular field inspections to monitor compliance with lease agreements and state regulations.
  • Investigate illegal encroachments and respond to inquiries from municipalities, other states, and the agency’s legal team.
  • Collaborate with operating railroads to address trespassing, encampments, and right-of-way encroachments.
  • Review plans, survey maps, and related real property documents.
  • Carry out additional related duties as assigned.

 

Preferred qualifications include experience in railroad property management and operations; knowledge of real estate concepts, leasing, rentals, and property enforcement; and familiarity with title searching and municipal functions. Proficiency in computer data entry, electronic filing systems, and interpreting survey plots and engineering designs is also desirable. A real estate license is helpful but not required.

Environmental Factors

Work is generally performed in both office and field settings and involves significant interaction with property owners and local officials. Assignments will require travel throughout the State. Field inspections will entail extensive walking or hiking on rough, uneven or wooded terrains, rail roadbeds and climbing up and down embankments during all weather conditions. Some evening or overtime work may be anticipated. Private means of transportation is required. Property negotiations may evoke strong adversarial opinions.
