Overview

Are you a strategic thinker with a passion for finance, leadership, and public service? The Department of Public Service (PSD) is seeking an experienced and dynamic Finance Director to lead our Administrative Services Division. This is a unique opportunity to make a significant impact in a senior financial leadership role within our organization, which plays a crucial role in setting energy policy for the state and regulating utilities.


As the Finance Director, you will be at the helm of our financial operations, guiding a talented team and shaping the future of our department. You will serve as a key advisor to Department leadership, providing financial insight to support policy development, budget planning, and program implementation. From overseeing budgeting processes and audits to managing human resources and technology support, your role will be varied and impactful. This role will contribute to the regulation of utilities and the development and management of state energy initiatives, ensuring efficient and sustainable programs and services, and you will work alongside dedicated professionals who are committed to public service and making a difference in Vermont. 

 

Responsibilities:

  • Lead and manage the operations and personnel of the Administrative Services Division.
  • Oversee all financial and budgeting processes, and contract and grant administration, ensuring accuracy and efficiency.
  • Responsible for financial policy, internal controls, audits, financial compliance, and reporting. 
  • Manage human resources, technological support, and facilities.
  • Support the department's mission as the state energy office and its role in regulating utilities.

 

The ideal candidate will have:

  • Proven leadership experience. 
  • Experience with governmental finance, fiscal administration of federal programs, and complex accounting.
  • Proven supervisory and organizational skills.
  • Strong analytical skills and attention to detail.
  • Excellent communication and interpersonal skills.
  • A collaborative mindset and a passion for public service.

Environmental Factors

Work is performed primarily in a standard office setting but some travel will require private means of transportation. Duties may require extensive time outside of normal work hours. Incumbent will be expected to attend public meetings and hearings and to testify before the Legislature. A wide diversity of opinion and emotions can be anticipated for which diplomacy and tact will be required.
