Overview

The Role:
The Community Service Program Officer will provide training, technical assistance, monitoring, and reporting in support of over 40 community organizations delivering homeless shelter and services. This position will be part of a small, dynamic team that partners with community-based service providers and coalitions working to end homelessness in Vermont.  

Primary responsibilities include, but are not limited to:

•    Developing, implementing, and maintaining programmatic technical policy, process, and procedures that are compliant with Department of Housing and Urban Development (HUD) requirements.

•    Assisting in negotiations with various stakeholders, such as the Continua of Care, AHS Housing Taks Force, Community Action Agencies, and Public Housing Authorities to align policy and protocols.

•    Coordinating, facilitating, and delivering training to homeless assistance program staff.

•    Conducting routine programmatic monitoring, including ongoing desktop monitoring of programmatic reports and onsite comprehensive reviews.

•    Working closely with the Homeless Management Information System (HMIS) Administrators to ensure data collection and reporting meetings federal, state, and community needs related to both project and system performance measurement.

•    In particular, work is anticipated to focus on habitability monitoring and technical assistance of emergency shelters and other housing and homeless service providers.


You Bring: 
•    Commitment to housing first principles, trauma-informed care, and strengths-based relationships.

•    Ability to work collaboratively to build organizational capacity and engage in joint problem-solving.

•    Leadership experience with homeless assistance programs, particularly those connected to the Coordinated Entry system, emergency shelters, or community-based housing navigation and housing retention services.

•    Experience in the delivery and coordination of training and technical assistance to support best practice. 

•    A demonstrated ability to facilitate positive working relationships between community organizations, state and federal government agencies.

•    Exceptional communication skills to maintain boundaries required for accountability at the same time as developing working relationships with senior/program leadership and direct service staff.

•    Experience with monitoring and/or quality assurance.

Environmental Factors

Duties require considerable travel to project sites for which a valid driver's license is required. Tact and diplomacy are required for effective performance. Considerable interaction will occur with human service providers, and other state and federal agencies. Some overtime, evening, and weekend work may be required.
